While YouTube doesn't generally encourage downloading of the videos hosted on its site, it does provide HTML code for each video that can be used to embed it on non-YouTube pages unless the content owner has specifically disabled this option. There are also numerous third-party downloaders and plugins designed to enable viewers to download videos.
It is not illegal to download YouTube videos unless they contain copyright material beyond what is permitted under the Fair Use principle, or unless such downloading has been specifically ruled as illegal in a given territorial jurisdiction (in which case it is usually blocked by the authorities). In practice, many owners of copyright material turn a blind eye to the unauthorised use of their material, or simply block it from being viewed. Content owners are as a rule more concerned with the unauthorized _uploading_ of their content than with who views or downloads it.
